Veiled Guard Ltd was founded as part of the Norsk Tactical family, alongside Norsk Tactical Ltd and Norsk Tactical International Services Ltd. Together, we share a single vision: to deliver world-class protective, intelligence, and resilience solutions to those operating at the edge of risk.
Born from the ethos of Norsk Tactical - professionalism, discretion, and relentless standards - Veiled Guard was created to specialise in critical domains where the unseen threats are often the most dangerous.

Stewart Davis

Stewart brings over 30 years’ experience within Specialist Security and business, running a number of Specialist businesses in Security Training and Delivery. Stewart has operated from ground level through to CEO, Owner and Shareholder. With an initial Background in the Armed Forces and Specialised Security. Stewart has headed up a number of multi Million Pound Specialist businesses Worldwide with operations in the UK, Middle East, Africa and USA. Stewart is also a Sales Coach, Leadership and Management Trainer and holds an Security Industry Authority (SIA) Close Protection Licence in the UK and Licences in several other Countries.

A battlefield-hardened CBRN operator with two decades of military service, Andrew has operated in some of the world’s most hazardous environments—handling live nerve agents, training elite units, and working alongside defence scientists and NATO forces.
Working with Norsk Tactical Ltd Heading up our
"Veiled Guard Division" he brings high-threat level expertise, forensic precision, and tactical leadership to missions where failure isn’t an option.
Andrew is results driven with an entrepreneurial mindset. He delivers specialist consultancy, and our CBRN response planning, and training packages to private security firms, humanitarian missions, high-profile clients, and foreign nations across the globe.

Donna Allan
Chief Technical Officer
Donna Allan is a seasoned Operating Department Practitioner with 12 years of dedicated experience in anaesthetics, renowned for her expertise in a major teaching hospital setting. Throughout her career, she has effectively supported a diverse array of specialities, including emergency surgery, trauma, and obstetrics, ensuring the highest level of patient care. As a valued member of the UK's emergency medical team, Donna plays a vital role in responding to critical situations with efficiency and competence. In addition to her clinical experience, she possesses extensive knowledge of IT systems, specialising in penetration testing and network management. Her unique blend of medical and technological expertise enables her to contribute significantly to both patient safety and the advancement of healthcare technology.

Tom Lockhart
Non Executive DirectorSenior Technical Advisor
Specialist in Technical Surveillance, Electronic Countermeasures, Close Protection, Physical Surveillance Risk Assessment, Physical and Property Security, Information Security, and Technical Intelligence Gathering.
Tom Lockhart is the founder and owner of Cougar International Ltd., with expertise in technical surveillance, electronic countermeasures, close protection, risk assessment, security, and intelligence gathering. Since 1998, he has consulted for governments and corporations, including UK intelligence, Special Forces, and police forces in various countries, along with several multinational corporations.
His operational focus includes:

5. Security Risk Assessments
With 22 years in the British Army and 16 in UK Special Forces, Lockhart managed long-term covert operations against terrorism and criminal groups, serving notably in Northern Ireland as a field operator and operations officer. He established a Special Forces Technical Unit with global capabilities, contributing to anti-terrorism and close protection strategies, focusing on audio and video intelligence gathering.
Currently, as the head of IM&T Security for a major defense company, he oversees the IT security posture, cyber defense operations, and protection of sensitive information across multiple regions. He has received the Queen’s Gallantry Medal and the Queen’s Commendation for Valuable Service twice during his military service.

Bilal Beirakji
Financial Director
Bilal Beirakji is a seasoned finance professional who brings a wealth of experience and a highly specialised skill set to his role as Financial Director at Norsk Tactical Ltd and Veiled Guard Ltd. With a robust academic and professional background in taxation and accounting, Bilal is well-equipped to steer corporate finance, compliance and strategic fiscal planning in complex environments.

- Chartered Institute of Taxation (CIOT) – Member, CTA (Chartered Tax Adviser) with advanced-level expertise in both individual and corporate taxation.

Bilal is also a Director at Melon Accountants Ltd (company no. 11530859), based in London. He assumed directorship there from August 2024. Under his oversight, Melon Accountants has delivered tailored accounting, bookkeeping, and tax consultancy services to clients, ensuring sound financial foundations and compliance.
Bilal is also the founder / director of Melon Tax Advisors Ltd, incorporated in March 2025, further expanding his reach in tax advisory.

With over 35 years of experience in security, safety, and training across global sectors, I specialise in empowering government, corporate, and private clients with the knowledge and strategies needed to operate in secure and resilient environments.
My work is grounded in a proactive and personalised approach-spending time with clients to assess their full risk profile and develop tailored safety and security plans that address real-world challenges.
